EoIs for South African power PPPs

17 May 2016 South Africa is seeking private partners to develop a gas-fired power plant and solar parks under PPP models, as the energy minister reveals possible refinery PPP plans.
Expressions of interest (EoIs) are sought for the development, financing, construction, operation and maintenance of one or more solar parks in three potential locations in the Northern Cape, with a total capacity of 1,500MW.
The department of energy also seeks to appoint a strategic partner for the development, financing, construction, operation and maintenance of a 600MW gas-fired power plant.
The projects are being procured through the Independent Power Producer Procurement Programme (INPPPP) Unit established by the department, National Treasury and the Development Bank of Southern Africa.
Responses are due for both EoIs on 20 June.
Advisers on the government’s renewables programme include Aurecon, Mott MacDonald, Aecom, Linklaters, EY, PwC and KPMG.
Minister of energy Tina Joemat-Pettersson also announced in her 2016 Budget speech that in the next 12 months the government will make recommendations and firm proposals regarding refining capacity in South Africa, and "would need to consider a public-private partnership model given the need to manage the demand on the public resources".
