Balfour urges PF2 pipeline

16 February 2017 Contractor Balfour Beatty has published a new paper focused on unlocking the potential of PF2 to deliver a raft of new projects.

Among its recommendations for the government to improve the benefit of the model and maximise value for taxpayers, the firm said having a “clear, sizeable and steady pipeline of projects to attract the scale and variety of market interest to create a competitive environment of funding bids” was crucial.

Other recommendations included “policy consistency across political cycles”, a streamlined procurement process and greater transparency to compare PPP project performance compared to publicly procured schemes.

There has been a growing clamour in recent months to improve the way in which performance of PPP projects is monitored against publicly procured schemes.

In December, a number of experts suggested to the Commons Treasury committee that the National Infrastructure Commission could focus on researching this issue to “shine a light” on whole-life best value for money.

A new programme of PF2 projects is expected to be published in this next month’s Budget, with some sources suggesting a first wave of deals could be launched in the second half of the year.
