The Pennsylvania Department of Transportation (PennDOT) has unveiled the preferred bidder for its flagship Major Bridge P3 Program .
The Macquarie-led Bridging Pennsylvania Partners has been selected to enter a pre-development agreement with the authority, beating off competition from two other shortlisted teams featuring heavyweight names such as Kiewit, Star America and Cintra.
The full consortium includes: Macquarie, Shikun & Binui, STV, FCC, Sai Consulting, Wagman Heavy Civil, Joseph B. Fay Company and H&K Group.
Under the plans, the private partners will design, build, finance and maintain a number of bridges packaged into lots, requiring a mixture of rehabilitation and reconstruction. The first package will feature those that have already passed the environmental process and are expected to begin construction later next year.
The program has come under fire during its procurement, facing fierce opposition from legislators and officials over the use of tolling to pay for the bridges.
"I am proud that we have reached this critical milestone," said Yassmin Gramian, PennDOT Secretary. "Selecting a team brings us one step closer to delivering these important improvements to our infrastructure."
