PennDOT reopens unsolicited window

Pennsylvania Department of Transportation (PennDOT) has once again opened to unsolicited proposals for potential P3 contracts.

The department has two month-long windows per year when private parties can submit ideas and concepts for new projects, with the last window having been open in April this year.

The current window runs from now until October 31, 2021, allowing the private sector to submit proposals offering innovative ways to deliver transportation projects across a variety of modes including roads, bridges, rail, aviation, and ports. 

Proposals can also include more efficient models to manage existing transportation-related services and programs, PennDOT said.

The private sector may also submit applications for non-PennDOT-owned assets directly to the P3 board during this time, the department added.

PennDOT is currently procuring a private partner to deliver its Major Bridges P3 program, and shortlisted three bidders last month.
