Bidders for defunct Honolulu P3 revealed

The two teams that had been shortlisted for the now-canceled Honolulu transit P3 project have been revealed.

The Honolulu Authority for Rapid Transportation (HART) has stated that the two teams were City Center Connection Group – a consortium led by Dragados and supported by Obayashi Design Group among others – and Imua Transit Honolulu, a consortium led by Tutor Perini Corporation and Parsons, with support from Granite Construction, among others.

According to local press, details of the bids, including the prices, were not released because of concerns raised by one of the bidders.

The P3 procurement had been said to be close to choosing a preferred bidder, but was eventually scrapped by HART after the city council pulled its support for the plans, citing mounting costs.

A new procurement to find a contractor to deliver the project under a non-P3 contract is now expected to take another 12 months.
