The City of Lawrence, Massachusetts, is preparing to release a request for proposals (RFP) on its Merrimac paper mill regeneration project.
Located next to the Merrimac River, the 19th century paper mill’s 4.75 acre site is set to undergo a major regeneration as the city plans a mix-use commercial and residential space.
The city has purchased the 18-building site and conducted multiple environmental studies, due to the paper mill using hazardous materials and a recent fire, preparing the area for a new development.
"In order to best maximize the use of the site, we'll have to really sell a public-private partnership," said city Planning Director Pedro Soto.
“A private-public partnership is essential to redeveloping this site. We're not there yet, but we'll get there."
The authority is looking to complete the project within three years.
