Texas county looks at P3s in master plan

RFP released to help revitalise and redevelop district.

Texas’s Harris County has released a request for proposals (RFP) to develop a Revitalization and Redevelopment Planning Study for the Harris County Flood Control District.

Under the study, the advisor will look for ways to “enhance resilience of existing neighborhoods undergoing flood control and drainage improvements and encourage these neighborhoods in revitalization and redevelopment.”

The county’s tender specifically mentions P3s as a potential mechanism for the projects, and for the study to lay out ways for legal and regulatory obstacles to be overcome.

The county is looking to appoint the winning bidder in time to start on January 1, 2021.

Responses are due November 9, 2020, with questions submitted by October 30.
