Four in for Oregon water P3

The City of Lakes Oswego has received statements of qualifications from four international teams for its wastewater P3.

It has confirmed to P3 Bulletin a shortlist of three teams will be released on May 2 and it plans to release the request for proposals in mid-June.

The eight person review committee for the RFQ and RFP includes Jim Brown, Portland’s engineering manager; technical advisor Dan Laffitte of Carollo Engineering; and financial advisor Jill Jamieson of JLL. Scott Boardman of the West Coast Infrastructure Exchange is also advising.

Lake Oswego is in the review process of selecting a legal firm to develop the RFP and pre-development agreement and help with the development agreement. It received responses from four legal firms and will select one of them next week.

Under the P3, the city intends to deliver a new wastewater treatment plant to replace the aging Tryon Creek Wastewater Treatment Plant (TCWTP). Owned by the City of Portland, the TCWTP is operated by the Portland Bureau of Environmental Services. It treats an annual average daily flow of 5.7 million gallons per day (MGD) and can accommodate a peak flow of 37.5MGD.
