PennDOT is seeking partners to design, build, finance, operate and maintain a compensatory bank on a 140-acre site in Chalfont, Bucks County.
The project will provide environmental mitigation credits for projects with unavoidable impacts, including wetland creation, wetland preservation, stream bank restoration, threatened species preservation, stormwater runoff volume control and quality and pollutant reduction.
The partner will commercialize excess mitigation credits to third parties and set up an escrow account from a portion of excess credit sales to fund long-term maintenance for the project.
Responsibility for the mitigation bank site and escrow account at the end of the operational period will fall upon a long-term party, which the winner will have to identify.
PennDOT will hold an industry forum and a site visit on December 18.
Interested parties have until January 9 to submit questions, with statements of qualifications due on February 19.
Under the current schedule, a shortlist should emerge on March 28.
