New York seeks service area partner

New York State is seeking a partner to design, construct, finance, operate and maintain 27 service areas.

The New York State Thruway Authority has issued a request for proposals for the service areas on the 570-mile superhighway system.

The portfolio is a $118m per year enterprise to be redeveloped by the partner under a long-term agreement to expire December 31, 2052. New York requires the partner to attract substantial capital investment to redevelop highly visible properties.

McDonald’s Corporation currently operates 11 of the service areas under an operating agreement to expire on December 31, 2022.

A pre-proposal conference takes place on November 13, with site visits that week. Proposals are due by February 11, 2019 with questions due by December 31.

An expressions of interest process was launched earlier this year which targeted P3 developers, as well as food and beverage providers.
