Florida county seeks P3 advisor

A large county in Florida is seeking an advisor for the development of its P3 program, with a pre-bid conference to be held next week.

Hillsborough County has issued a request for qualification (RFQ) for a P3 strategic advisor, which will establish a program blueprint for processing and evaluating the spectrum of potential P3 projects through DBFOM.

It has several ongoing projects with P3 potential and is open to exploring P3 opportunities that are financially beneficial. The county envisions future opportunities for P3 RFPs as well as unsolicited P3s.

Projects may consist of government facilities, transportation facilities, public utility infrastructure, public assisted housing as well as county-owned parcel redevelopment as mixed-use comprising public and private development.

Additionally, it anticipates in the next several years a P3 for the redevelopment of the Criminal Courts Complex in Tampa and potentially redevelopment of the surrounding city blocks.

It does not plan to create a separate P3 Office and instead will integrate the P3 program within existing departments and processes. The county has a financial advisor, bond & disclosure counsel, as well as special P3 counsel under contract to assist with P3s.

On October 18, a pre-proposal conference will take place at the County Center in Tampa at 2pm. Bids are due by November 6.
