Indiana issues RFQ for Illiana Expressway

The request for qualifications (RFQ) has been issued for the Indiana section of the bi-state Illiana Expressway P3.

The Indiana Finance Authority (IFA) and the Indiana Department of Transportation (INDOT) has now issued the RFQ for its share of the project, which is being procured in conjunction with the Illinois Department of Transportation (IDOT).

Under the proposals, the state is seeking submission of qualifications by private industry partners to design, build, finance, operate and maintain the section of the road utilising an availability payment structure. Statements of Qualifications are now due by Friday, 10 January 10, 2014.

As reported by P3 Bulletin last week, INDOT had been expected to issue the RFQ under this model following the release of the Illinois tender on 8 November.

The project has been much anticipated by bot DOTs despite being blighted by controversy over the past month.

Plans for the deal had looked to be in jeopardy after originally being hit with criticism and rejected by key Chicago planning organizations.

However, the deal was approved by the Chicago Metropolitan Agency for Planning authority’s Policy Committee at the end of October.
