California planning new tolling policy

The California Department of Transportation (Caltrans) is considering a new managed lanes policy, which could facilitate future highway P3s, PPP Bulletin can reveal.

As part of the plans, Caltrans is currently developing the policy to deliver new toll road projects, which is to be reviewed by the department and its regional partners prior to being implemented.

Although no specific P3 deals have yet been announced, should the new policy be adopted, a number of deals could still be procured in partnership with the private sector if deemed financially viable.

Caltrans is already overseeing a number of highway deals across the state, including the Accelerated Regional Transportation Improvements (ARTI) project in Los Angeles, currently at the request for qualifications stage.
