After Governor Tom Corbett announced the deal last week, the Pennsylvania Department of Transport (PennDOT) told P3 Bulletin that the RFQ will hit the market by "mid-November".
Following this, PennDOT is hoping to announce a shortlist of bidders by January, with a draft request for proposals to follow shortly after. A preferred bidder for the deal has also been earmarked by the summer of 2015.
Under the plans, a private partner will design, build, finance, operate and maintain the stations, with PennDOTT receiving a portion of the fuel sales revenue, with the money being returned to transit agencies to assist with future capital projects.
