The Six County Infrastructure Coalition (SCIC), consisting of Carbon, Daggett, Duchesne, Emery, Uintah and San Juan counties, is seeking a private partner to assist with a regional survey of existing assets and the development of new plans , with proposals for a new rail project already underway.
An additional seventh county, Grand, is assisting in the procurement of the rail project, which will see a $3bn, 100-mile rail line to transport crude oil across the region. The federal Surface Transportation Board is now due to launch and environmental impact statement over the coming months.
As part of the wider plans, the SCIC has envisaged development of a series of cross-sector deals including airports, railroads and water projects.
