The Shanks-led Iris Solutions team has been selected as the preferred proponent by the City of Surrey to finalize an agreement to design, build, partially finance, maintain and operate the site.
It beat off bids from two rival teams, including Plenary Harvest Surrey and Urbaser, which were also shortlisted for the project in February.
The city now expects to finalize a fixed price, performance-based agreement with Iris Solutions in early 2015, with design-build activities getting underway shortly thereafter. The facility will be operational by late 2016.
Some $16.9m of the capital costs of the $60m project will be provided by the P3 Canada fund.
