Tender issued for Colombia penitentiary P3

Colombia’s Departamento Nacional de Planeacion (DNP) is seeking advisors for a $382m prison program

Advisors are sought to prepare the technical, legal and financial structure for the new prison, with space for 2,000 inmates.

The locations for the new penitentiary facilities being considered by the authority include Uramita (Antioquia), Puerto Asis (Putumayo) or Barrancabermeja (Santander). The advisor will consider which location is most appropriate after carrying out viability and security studies.

A DNP source told P3 Bulletin that the project is a pilot program funded by the DNP and the Inter-American Development Bank (IDB), that will be replicated to other parts of the country if successful.

The Colombian government is seeking to address new demand but also to address other improvements such as health facilities, technology and social rehabilitation programs. The government also wants the private sector to contribute management skills, innovative solutions and sources to involve the prison population in productive projects.

Parties interested have until October 8 to submit expressions of interest.
