Three teams were shortlisted for the plans in July, and include companies such as Plenary Group USA, Schmidt Associates and Walsh.
Macquarie Capital had featured as part of one of the bidding teams but withdrew from the tender in September. The firm was replaced by the Star America Fund.
Proposals are now due by the end of 2015. The Joint Board is expected to review the proposals and award the contract in early 2016.
The eventual winner of the plans will develop the project under a 25-year design, build, finance, operate and maintain model, with availability payments.
