Orange County prepares harbor RFQ

Orange County (OC) officials are considering a new P3 proposal to redevelop the Dana Point Harbor.

The Board of Supervisors at the county are preparing a request for qualifications (RFQ) for the proposed Dana Point Harbor Revitalization Plan, which is expected to be available within the next four months.

Under the plans, the P3 would be in the form of a master ground lease between the county and a developer, whereby the private team would develop, construct and operate certain improvements within the facility.

In addition, the winning bidder would administer leases, collect rents and be responsible for all costs associated with running its operations, while paying the county rent based on gross receipts pursuant to leases.

OC Public Works has already completed design of the initial phases of the project, which is now expected to advance in the coming months.

As reported by P3 Bulletin in January, the Orange County Transportation Authority has issued a request for proposals for firms interested in providing project management consultant services for a streetcar P3.
