Puerto Rico issues three draft RFQs

Breaking news: The government of Puerto Rico has issued separate draft request for qualifications (RFQ) for market sounding on three P3 projects, P3 Bulletin can reveal.

The projects include a new maritime transportation system, student housing and parking plans and have been announced by the island’s P3 Authority today.

The first deal includes the management, operation, maintenance, improve and financing of maritime transportation services between San Juan and Cataño, as well as between Fajardo, Vieques and Culebra. It will also include the maintenance of a facility located in Isla Grande, San Juan, in addition to the development of a new route between the former Naval Roosevelt Roads Station and Vieques and Culebra.

In addition, the student housing deal, procured in conjunction with the University of Puerto Rico, Mayagüez Campus, involves an RFQ for the design-build-finance-operate-maintain project for a series of on-campus facilities including a student housing building, parking facilities and student services.

The final deal will be a design-build-finance operate-maintain project for a series of government-owned parking facilities. To view the RFQ, click here. 

The due date for all three deals has been set for November 17, with a final RFQ set for December 15.

Yesterday, Puerto Rico governor Ricardo Rosselló announced six projects that will be prioritized following the damage caused by Hurricane María. These deals include the three aforementioned deals, alongside a series of energy P3s that have yet to be issued.

“We expect to launch additional projects before the year’s end. We intend to be even more aggressive with our proposals and P3 will be an integral part of our plans,” Omar Marrero, P3 Authority executive director, told delegates at the P3 Hub South in Miami.
