Philly seeks P3 legal advisor

The City of Philadelphia’s gas utility is seeking legal advisory services as it considers P3 for Liquefied Natural Gas (LNG) projects.

Philadelphia Gas Works (PGW) wants a P3 expert to provide legal services relating to potential LNG P3 development projects at its Richmond and/or Passyunk LNG facilities. 

Work includes guidance and drafting assistance with procurement, tolling, asset management, transportation and other associated project requirements/agreements, in addition to other legal matters. PGW may select one or more providers for the contract.

A teleconference is scheduled for today (October 5) at 1pm. Applications are due by October 12.

PGW, the largest municipally owned gas utility in the country, issued a request for information in 2015 to evaluate potential options to expand its LNG infrastructure, including an analysis of financial and operational alternatives that may include public-private participation.
