RFP for Indiana maintenance P3

An Indiana county is seeking proposals to design, build, finance and operate a highway maintenance facility.

Through a P3 agreement, Miami County is hoping to obtain budget certainty, reduced financial risk, innovation and an aggressively expedited timeline. 

In order to achieve operational efficiencies and improve the highway department’s ability to maintain equipment and serve the public, the county wants to build a consolidated maintenance facility. 

The maintenance facility will be constructed on an 8.71 acre, county-owned site adjacent to the current county Jail. 

Under the plans, the developer will transfer the maintenance facility to the county one year after construction commences; provided that a certificate of occupancy has been issued by that time. The operation period will be only the time to construct the facility. 

Responses are due by October 27, with questions due by October 20, and a preferred bidder by the end of November.
