LA Metro receives bus P3 proposal

The Los Angeles County Metropolitan Transportation Authority (Metro) has received an unsolicited proposal to develop a bus rapid transit project under a P3 model.

Engineering giant Aecom and developer John Laing have submitted the proposal, which would see a new bus project delivered in the Vermont Avenue Transit Corridor.

This is the first proposal Metro has received for this Measure M project and, if the scheme is given the go-ahead, it could result in early delivery of the project.

Metro’s Office of Extraordinary Innovation will now assemble a team to assess the financial and technical merit of the proposal, before deciding whether to advance to a more detailed review, decline the proposal, or move directly to a competitive tender.

“Partnerships give us new opportunities and resources to bring ideas to life,” said LA mayor and Metro Board chair Eric Garcetti. “Measure M is helping us attract the kind of creative thinking and transformative technology that will accelerate our transportation future.”

Overall, this is the 11th proposal that Metro has received proposing an alternative delivery method for a major capital project for a Measure M scheme.
