The authority has named EY as P3 consultant for the 20-mile elevated Honolulu Rapid Transit Project (HRTP) after receiving the bids for the tender issued in November.
HDR serves as Program Manager for the Honolulu Rail Transit Project (HRTP) on behalf of HART. According to Mike Schneider, HDR Senior Vice President, E&Y will work closely with HDR in assessing the feasibility of completing the Project as a P3, including a comprehensive industry sounding.
“[EY’s] proposal demonstrated an in-depth understanding of the Honolulu Rail Transit Project, proposed subcontractors who will help evaluate the potential for transit oriented development (TOD), and included a pricing that together was deemed ‘best value,’” HART said.
EY will now conduct a feasibility study, which will include an industry day in Honolulu for interested potential bidders on the wider project.
The firm will then provide recommendations to HART as to whether a market of potential interested parties is interested in a P3 procurement.
As previously reported, the HRTP is being delivered as an automated, elevated transit line capable of moving over 100,000 daily riders between Kapolei on the western side of O’ahu via the Honolulu International Airport and Pearl Harbor.
It will continue through downtown Honolulu and Ala Moana, and eventually to Waikiki Beach and the University of Hawai’i at Manoa.
