The World Bank, on behalf of the Central African Republic (CAR), has launched a request for proposals (RFP) for technical advisors to help the nation develop its PPP capabilities.
Although the country has little experience with PPPs in the past, the government has “expressed strong interest in attracting PPPs” and a 2018 World Bank study identified a “longlist of potential PPP projects”.
Under the contract, consultants will help CAR develop its ability to prepare and procure PPPs; including analysing and recommending changes to PPP regulations, developing feasibility study capabilities, advancing PPP policies and create a roadmap for the future.
The tender also mentions that the creation of a CAR PPP Unit could be a potential task, if suitable, and the upskilling of PPP capabilities is must.
Responses are due 7 December 2020.
