Strong interest in Finnish bridge PPP

Over 20 organisations have attended an industry day for a road bridge PPP in Finland.

A source close to the project has confirmed to Partnerships Bulletin that the following organisations were represented at the industry day for the Hailuoto Causeway PPP: 

Gulermak; PWC; VINCI; Deloitte; Ballast Nedam; Macquarie Capital; Equitix; Aberdeen Standard; EY; KPMG; BAM; and Skanska.

The Finnish Transport Infrastructure Agency is considering the procurement of private partners to design, build, finance and maintain a road bridge link of approximately 8km between the island of Hailuoto and the city of Oulu in Northern Ostrobothnia.

The project will replace a 6.9km ferry link between Hailuoto Huikku and Oulu Riutunkari.

The Finnish Ministry of Finance recently proposed increasing the budget authorisation for the project from EUR116.9m to EUR147m.

The authority expects to publish a procurement notice “as soon as there is enough certainty about the validity of the water permit,” which is currently pending.

Construction will begin in early 2021 and the project could be operational by the end of 2023.
