Consultants sought for Serbia PPP monitoring

The European Bank for Reconstruction and Development (EBRD) has issued a request for expressions of interest for consultants to help monitor the implementation of a PPP in Serbia.

The EBRD and the City of Belgrade are procuring advisors to establish an implementation unit for the city to oversee the development of a municipal landfill and waste management facilities. 

Consultants will review the effectiveness of other international PPP implementation units which the City of Belgrade will be able to emulate to be self-sufficient in overseeing the project.

The project reached financial close in early October with financing from the EBRD, the International Finance Corporation (IFC), MIGA, Oesterreichische Entwicklungsbank and TaiwanICDF.

The Beo Cista Energija consortium, consisting of Suez, Itochu and the Marguerite Fund, will design, build, finance, operate and maintain an energy-from-waste facility and replace the existing landfill in Vinca, which has been operational since 1977.

Consultants have until 21 November to submit responses.

The assignment is expected to start in December 2019.
