The Uganda National Roads Authority (UNRA) has shortlisted the following teams:
- CCCC-CFHEC: China Communications Construction Company (lead) and China First Highway Engineering Company;
- KJ Connect: Vinci Concessions (lead), Vinci Highways, Vinci Construction Terrassement, Mota-Engil, Meridiam Infrastructure Africa Fund, Mota-Engil Engenharia E Construcao Africa, Mota-Engil Engenharia E Construcao and Sogea Satom;
- Strabag/Ictas/Egis/AIF3/STOA: Strabag (lead), Strabag SP, Strabag Infrastruktura Poludnie SP, Strabag Grossprojekte, IC Ictas Insaat Sanayi Ve Ticaret, Egis Projects, Africa Infrastructure Fund 3 GP Proprietary and STOA;
- CCKS: China State Construction Engineering Corporation (lead), China Wu Yi Company and Korea Expressway Corporation
The UNRA issued a request for qualifications in May for partners to design, build, finance, operate, maintain and transfer the project, to which eight consortia responded.
The agency will now invite the four shortlisted teams to submit bids, with competitive dialogue expected to conclude by the end of 2019 followed by the appointment of a preferred bidder.
Under the $1.55bn project, the winner will deliver a limited access tolled expressway along the Northern Corridor between the cities of Kampala and Jinja.
The African Development Bank, the French Development Agency and the EU will be financing the project.
