New PIN planned for Lower Thames

A new prior information notice (PIN) is being prepared for the Lower Thames Crossing project, following the abolition of PF2.

The scheme was meant to be one of two Highways England projects being delivered via PF2 (along with the A303 scheme), before Chancellor Philip Hammond announced in the Budget that the PF2 model would no longer be used by government.

Highways England has now confirmed that a new PIN is scheduled to be issued on 19 January, with some suggestions that it could be completely publicly funded.

Last month, David Manning, director of tunnels at Highways England, insisted that the cancellation of the PF2 model would not impact the project’s timeline.
