RFQ for Latvian road PPP

The Latvian government has issued a request for qualifications (RFQ) for a road PPP.

The Latvian State Roads agency, managed by the Ministry of Transport, is seeking partners to design, build, finance and maintain the Ķekava Bypass PPP for 23 years.

A partner will deliver a 17.1km section of the E67/A7 between Riga, Bauska and the border with Lithuania, constructing approximately 14km of new road infrastructure and conducting works on an existing 3km section.

The authority anticipates that construction works will last three years, with the availability phase taking up the remaining 20 years of the concession.

The European Investment Bank, the Nordic Investment Bank and the European Bank for Reconstruction and Development have expressed their interest in co-financing the project, with an estimated value of €80-100m.

Interested parties have until 16 January to submit statements of qualifications.
