Irish authority mulls harbour solutions

A local authority in Ireland is seeking an advisor to consider how to develop and operate four harbours.

Fingal County Council seeks solutions from multidisciplinary advisory firms to assess the marine, tourism product and market development potential for four identified harbours in prominent maritime areas, while developing a new working/service operating model for future harbour operational management purposes.

Among the tasks for the advisor is to set out key sources of public and private sector funding, including multilaterals. The advisors will set out a number of short, mid and longer term recommendations for implementation. Bids are due by 20 December.

Submissions were due to the council last week for the €200m Ballymastone mixed-tenure housing development in Donabate. Fingal has confirmed to Partnerships Bulletin that the submissions are currently being processed through a compliance check and compliant tenders will then go to evaluation.

ByrneWallace, EY and the National Development Finance Agency (NDFA) are advising on the housing programme.

Meanwhile, the NDFA has confirmed the discontinuation of the technical advisory services tender process launched in September 2017 for the Hammond Lane Courts PPP Project in Dublin, pending a final Irish government decision related to the financing and scope of these projects.

The agency said it “continues to support the Department of Justice and Equality in conjunction with related agencies in their efforts to progress the PPP programme of accommodation projects in the justice sector and intends to re-advertise related advisory procurements at a future date as appropriate.”
