Turner & Townsend has been awarded the commercial advisory services contract by TII for the €3bn rail project.
Launched in June, the services to be provided include: tender documentation review; cost estimation; procurement and tender management; undertaking commercial reviews; and contract administration services.
The award comes as bids are sought for legal advisory services, including PPP advice, by 3 December.
Public and private sector experts at the Financing Irish Infrastructure 2018 conference in Dublin last week urged authorities in Ireland, and elsewhere, to use a combination of availability payments and user charges to fund major projects, such as transport.
Authorities leveraging user charges with availability payments has become the norm for funding large projects in 2018 notably in Australia, the US and Europe.
