Kuwait to seek consultants for PPPs

The Kuwaiti government is to hire consultants for two water PPPs.

A spokesperson for the Kuwait Authority for Partnership Projects (KAPP) told Partnerships Bulletin that it is preparing to procure transaction advisors for the Al-Khairan Water and Power Project - Phase 1 and Az-Zour North Water and Power Project - Phases 2 & 3.

KAPP will now seek transaction advisors ahead of the launch of a request for qualifications (RFQ) for the PPP contracts in the first quarter of 2019.

The authority issued a request for expressions of interest (EoI) for developers in July to design, build, finance and operate the two plants. The EoI closed on 18 November.

Under the current schedule, the RFQ will be followed by a request for proposals towards the end of 2019, with a preferred bidder announcement expected in the second quarter of 2020.

KAPP anticipates that financial close will take place in 2021.
