Ofwat unveils DBFOM guidance

UK water regulator Ofwat has issued a new publication aimed at supporting water companies improve their infrastructure, including using a design, build, finance, operate and maintain model.

The note is intended to support companies provide “high quality and well evidenced proposals for direct procurement for customers” in their business plans.

Under the ‘direct procurement’ model, companies will tender for a third party to design, build, finance, operate and maintain infrastructure.

Ofwat is expecting companies to submit their business plans to the regulator in September and builds on the guidance for Ofwat that was created at the end of last year.

Partnerships Bulletin revealed in April that a growing number of UK water companies are looking to develop infrastructure programmes to bring more private investors into the sector.
