Decision due on Virginia road P3

A decision is due shortly on the next stage of Virginia's Odd Fellows Road Interchange highway P3, PPP Bulletin can reveal.

A request for information on the project has been completed and the state’s Office of Transportation Public-Private Partnerships (OTP3) confirmed that the Public-Private Transportaion Act Steering Committee will meet shortly to determine feasibility, viability and procurement duration.

The deal arose following an unsolicited proposal from a consortium consisting of English Construction, Parsons Brinckerhoff and Raymond James Financial in August.

As part of the original plans, the deal will be procured under a P3 framework and will be split into three separate projects. Project A will see the creation of a new interchange and connection to Odd Fellows Road, while Projects B and B2 will include roundabouts and road improvements.

"We have had a lot of big projects in urban areas that have all been associated with tolling. This project is not, and is in a small rural area," said OTP3 program manager Jackie Cromwell.

"We have tried to diversify with a shorter duration and dollar-value to increase P3 benefits in a different way."
