ICBC targets UK infra with hire

Financial giant Industrial and Commercial Bank of China (ICBC) has hired a PPP veteran as part of a push into the UK infrastructure market

ICBC has confirmed to Partnerships Bulletin that Clive Carpenter has joined the bank to head the UK infrastructure practice.

Carpenter was most recently director at Veritas Financial Services and was previously senior lending manager, project finance with Nationwide Building Society where he was responsible for the origination and financing of projects across all of the major PFI/PPP sectors, together with transportation, renewables (including waste) and other infrastructure projects. 

He has also held senior project finance roles with Natixis, CIC and Deutsche Bank. 

Meanwhile, Bill Huang, advisory Atkins’ director in China, has taken on the role of leading the newly formed Atkins China Desk. Huang will be the first point of contact for all of Atkins’ Chinese clients looking to enter the UK development and construction market.
