London council confirms regen scope

The London Borough of Newham has clarified the scope of the private partner’s role in a £1.5bn regeneration project.

The Carpenters Estate Development may involve delivering health facilities as part of the commercial development. In addition the scope of the project will include FM services as part of asset management, and also delivering smart cities technologies and services.

The borough issued a contract notice in August for the redevelopment of the Carpenters Estate in Stratford.  The scheme will be delivered though a JV whereby the council as a landowner will contract with the JV vehicle in which it will be itself a shareholder.

Under a partnership approach 23 acres will be developed to provide around 3,000 new homes as well as a new education quarter and mix of commercial uses.

Expressions of interest are due by 24 October.
