Advisers sought for Irish health PPP

Ireland’s Health Service Executive (HSE) is seeking advisory services for the Community Nursing Units (CNU) PPP.

Technical advisory services including design team service are required for the national CNU project which is to be procured by the HSE in collaboration with its agent the National Development Finance Agency (NDFA).

CNUs will provide 50 to a 100 beds and units will range from 3,500sq m to 6,000 sq m. A list of 15 potential locations has been identified for consideration of which a single bundle of up to 10 sites will be selected and brought to the market using the PPP model. The remaining locations will be considered for later phases of delivery by the PPP process or by other procurement means.

The HSE requires the technical advisory team to provide consultancy services to the clients to progress the CNUs by PPP procurement or by other procurement means on various sites nationally. In addition the technical advisory team will be required to provide design team services for a number CNU sites.

The following principal services are being procured as independent appointments: 

  • Architectural Services;
  • Quantity Surveying Services;
  • Building Services Engineering [M&E] Services;
  • Civil & Structural Engineering Services;
  • Independent Project Supervisor for Design Process; and
  • Fire Safety Consultancy Services

The authority’s target timetable is for the tender process to be completed and awarded in the first quarter of 2018.

Submissions are due to the HSE by 18 December, with questions due by 11 December.
