The agency has appointed Arup to the role, in which the firm will support the development of the strategic planning capability for the next Road Investment Strategy (RIS2).
RIS2 will set the plan for investment in England's strategic roads for 2020-25 and beyond. It is the first time the statutory process will be run in full so it will set important precedents for future RIS. The contract will run for three years.
Highways England launched the procurement process for a technical adviser in August this year.
