The winning Spark consortium, consisting of John Laing, DIF, Pacific Partnerships, Capella Capital, Ventia, WeBuild Engineering, CPB Contractors and China Construction Oceania, will deliver new twin three-lane tunnels connecting  Melbourne’s M80 Ring Road to an upgraded Eastern Freeway, cutting travel times by up to 35 minutes.

The tunnelling section of the project is to be delivered through a PPP, with details on the final concept design to be shared before the end of the year.

Construction is expected to begin shortly after a contract award later this year.
