Texas city approves major mixed-use P3 plans

The City of Pflugerville, Texas, has approved plans to start procuring its Pfluger Tract P3 project.

Under the plans, private partners will deliver a new mixed-use development featuring a city hall, recreation centre, residential and retail spaces, under a P3 agreement.

The city’s council voted 6-1 to accept a series of recommendations from Pflugerville Downtown East Community Stakeholder Committee about the project, including the recommendation to initiate the search for a master developer to deliver the project.

The city said it intends to use a P3 because the model “shifts the risk” of delivery to the private sector, and “reduces the overall cost to construct the needed city facilities by accelerating the development timeline”.

Public engagement sessions have now been started.
