International interest in NAVWAR P3

Naval Information Warfare Systems Command (NAVWAR) has seen significant early interest in its planned Naval Base Point Loma Old Town Campus (OTC) P3 project, P3 Bulletin understands.

A request for qualification is set to be released later this year, following the request for information providing a strong list of interested parties.

“We were expecting to get two or three good team responses, we had 12,” a spokesperson told P3 Bulletin.

Although noting that some were more developed than others, “there were enough solid, really good responses to give us the confidence there would be a good competition”, the spokesperson continued.

They noted that the firms were made up of both international and domestic firms, including major players.

The innovative project will see private partners granted access to develop a 70-acre site in San Diego in exchange for delivering a 1.7m sq ft navy facility.

The project will be delivered through a design, build and finance model - with the winning team receiving a long-term lease for the site, which could be up to 99 years.

NAVWAR is open to a range of potential uses of the land, although the likely outcome features the required navy facility, plus a large scale residential and commercial area fit with a transit station.
