Cali city hires P3 expert

The City of Riverside, California, has appointed a new director of community & economic development who has extensive experience in P3s and complex developments.

Jennifer A. Lilley has been brought into the role, bringing more than 30 years of experience in economic development and planning in both the public and private sectors.

Lilley has spent the past two years as the director of community & economic development in Stanton and was the city planner in Brea for five years before that. She was president/principal of Lilley Planning Group from 2007-15, where she provided community and economic development services to cities throughout California.

She has worked on a range of P3s and complex mixed-use developments, as well as affordable housing projects, and has worked with universities and colleges on their development plans.

Earlier this month, Riverside shortlisted two teams for its Biogas and Digestate upgrade P3 project. Lilley’s appointment could signal an appetite for more P3 schemes across the city.
