NAVWAR P3 project tendered

The US Navy’s Naval Information Warfare Systems Command (NAVWAR) has released a request for qualification (RFQ) on its Naval Base Point Loma, Old Town Campus P3 project.

Set to be one of the country’s largest P3s to date, the Navy is looking for private partners to design, build and finance a 70 acre development in San Diego.

The winners will be required to deliver a 1.7 million sq ft Navy facility on the site, and will in return receive a long-term lease, of up to 99 years, on the surrounding area, enabling a major development to take place.

12 teams responded to a request for information (RFI) on the project, including international and domestic entries.

“There were enough solid, really good responses to give us the confidence there would be a good competition,” a spokesperson for NAVWAR told P3 Bulletin.

According to an indicative timeline, a shortlist of teams will be selected to progress to a request for proposals in April next year.

Responses to the RFQ are due February 7, 2023. Questions must be submitted by January 24. A pre-proposal site tour and conference will take place on December 7, 2022.
