Hereford waste PFI extended

The Herefordshire and Worcestershire Integrated Waste Management Contract has been extended by five years, ahead of its expiry date.

Worcestershire County Council and the County of Hereford District Council jointly entered into the waste PFI deal in 1998.

Along with the five-year extension, the contract has been modified to provide alternative disposal obligations in respect of food and garden waste and paper/cardboard disposal, as well as inclusion of the right of Herefordshire Council to require additional waste to be processed at the Hartlebury plant.

Mercia Waste Management, jointly owned by FCC Environment and Urbaser, will continue to run the contract.

The original agreement has come in for criticism, with the Commons public accounts committee describing it and a number of other schemes as "lax, poorly-drafted PFI funding agreements" in a 2014 report.
