The university is seeking qualifications and proposals from project developers on an overall vision for transforming and repositioning Johnson Hall to include housing, social, and academic spaces.
Johnson Hall in Richmond’s Monroe Park Historic District is a 12-story brick building originally constructed as private apartments and later reconfigured as student housing. Built in 1915, Johnson Hall is the oldest residence hall on the campus and has been closed since 2021. It is located in a historic district.
The university is planning to redevelop Johnson Hall under a P3 model to maximize the use of the facility for first-year housing and programming. It is preferred that the project not be treated as long-term debt on VCU’s balance sheet, but it said all options can be explored.
Submissions are due on April 3, 2023, and the deadline to submit questions is March 20. The RFQ and related documents can be found here. Interested parties may also contact Teresa Hall, Category Manager at VCU, via email at Tlhall2@vcu.edu.
