Nashville uni plans energy P3

Vanderbilt University in Nashville, Tennessee, has issued a request for information (RFI) seeking feedback on plans to redevelop its energy facilities using a P3 model.

Industry feedback is being sought on its plans to use a P3 to deliver its campus utility system, including future expansion and decarbonization requirements.

The university envisions a concessionaire to: 

  • operate and maintain the existing system

  • design, build, finance, operate and maintain a defined set of expansion and resiliency projects

  • finance and implement energy conservation measures (ECMs) to meet certain demand-reduction targets, and 

  • support the university with planning, financing and implementing longer term decarbonization technologies

Under the RFI, the university is seeking industry feedback on procurement approach, commercial structure and technical scope, and will make decisions regarding whether to move forward with a formal P3 procurement process based on responses.
