RFQs out for Hudson Tunnel megaproject

The Gateway Development Commission (GDC) has released request for qualifications (RFQ) on two of the Hudson Tunnel packages.

The two packages are the Hudson River Ground Stabilization (HRGS) segment and the Palisades Tunnel segment. The projects will utilise design-build and design-bid-build models respectively.

The long awaited project, which will see one of New York’s most important underwater railway tunnels replaced, was set to be procured using a project delivery partner model, having received “incredible interest” to an earlier RFQ.

In April, the commission announced that it would break up the procurement of Hudson Tunnel into four segments to “ensure competitive bidding”.

“Today’s launch of the procurement process for these two vital components of the Tunnel are another big sign that we’re going to seize this moment and bring 21st century rail to the busiest link in the Northeast Corridor,” said Kris Kolluri, chief executive of the GDC.

Responses are due July 12 2023 for the HRGS request and September 13 2023 for the Palisades Tunnel request. The tenders can be found by clicking here.
