Canada’s public body for the High Frequency Rail P3 has appointed a new chief executive officer to lead the flagship development.

Martin Imbleau will take over the reins of IA HFR – VIA TGF in September. He has over 25 years of experience in developing and operating energy transportation systems and major infrastructure projects and was most recently president and CEO of the Montreal Port Authority (MPA).

In his new role, he will oversee the country’s flagship P3 procurement that will deliver a new 1,000km intercity passenger network to connect Toronto, Ottawa, Montreal and Quebec City.

The project will use a collaborative P3 model. The procurement recently shortlisted three teams to proceed with a request for proposals is soon to be released.

In his time leading the MPA, Imbleau was responsible for procuring the Contrecoeur port expansion P3 project.

“Given his knowledge of the partners within the corridor and more specifically in Montréal and its surrounding area, Martin brings valuable experience and perspective to the project,” said VIA HFR – VIA TGF’s chair of the board of directors, Robert Prichard. “We are very fortunate to bring him on board.”
