East London plan to disaggregate waste post-PFI

East London Waste Authority (ELWA) has unveiled its strategy for the future of waste services when its PFI contract expires in 2027.

The authority’s current PFI deal with Renewi is due to end in December 2027 and ELWA has established a new joint strategy covering 2027-57, as well as establishing the Procurement and Contract Expiry (PACE) Programme to deliver the transition from the PFI deal.

Following the development of an outline business case, the authority has now issued a prior information notice informing the industry of its plans to replace the PFI contract with a disaggregated service delivery model with new contracts for a number of waste services, including residual waste disposal; waste reception, haulage and reuse and recycling centres; and reprocessing of dry recycling.

ELWA said this disaggregation will result in procurement of the new contracts being staggered.

The authority is seeking market feedback until 18 September 2023, with ELWA to arrange meetings with respondents after that date. For more information on the plans, click here.
